President Barack Obama plans to nominate these individuals for administration posts: Anne S Ferro, administrator, Federal Motor Carrier Safety Administration, Department of Transportation; Ernie DuBester, member, Federal Labor Relations Authority; and Julia A Clark, general counsel, Federal Labor Relations Authority.
Ferro served as Maryland’s Motor Vehicle Administrator between 1997 and 2003, where she established a record in highway safety, regulatory compliance, and agency leadership. She has experience in driver and vehicle safety, having led the agency’s efforts to establish a graduated licensing program for new drivers in Maryland as well as a model for older driver research. A former Peace Corps volunteer in Cote d’Ivoire, Ferro is president of the Maryland Motor Truck Association and serves on several regional advisory committees relating to freight planning, highway safety, and transportation funding. In 2008, she was selected as Maryland’s Port Woman of the Year. Ferro earned a Masters degree in Public Management from the University of Maryland and a Bachelor of Arts degree from St John’s College in Annapolis.
“Anne Ferro will be an outstanding FMCSA administrator,” said John Conley, president of the National Tank Truck Carriers (NTTC). “She is very knowledgeable about the trucking industry and the important safety role of government. I had the pleasure of serving on the Secretary of Transportation CDL Advisory Committee with her. She is very fair, and her industry and state government experience have prepared her well for this key position. I can honestly say that Anne Ferro will continue the kind of steady leadership we saw from John Hill.”
DuBester served as chairman (and member) of the National Mediation Board (NMB) from November 1993 to August 2001. Nominated to that position by President Clinton, he was unanimously confirmed by the US Senate twice.
Clark serves as general counsel of the International Federation of Professional and Technical Engineers, AFL-CIO.
