ILTA names 2025-26 board of directors

International Liquid Terminals Association welcomes new leaders and thanks outgoing officers for the years of service to the storage terminal industry.

The International Liquid Terminals Association (ILTA) recently named its 2025–26 board of directors.

The new board, voted in by members and approved during ILTA’s annual membership meeting Oct. 23 in Tampa, Florida, will guide the association’s strategic direction through the fall of 2026.

The 2025-26 officers are Chair Josh Etzel, Kinder Morgan; Vice Chair Vincent Di Cosimo, Targa Resources; and Treasurer Traci Johnson, International-Matex Tank Terminals. Board directors include Chester Bullard, Howard Energy Partners; Maria Ciliberti, Vopak North America; James Hill, BWC Terminals; Greg Mouras, Shell Pipeline Company; Elizabeth Parzanese, Energy Transfer Partners; Joel Pastorek, Ergon; Brent Weber, Intercontinental Terminals Company; Meridith Wilson, Buckeye Partners; Craig Yocham, Global Partners; and Regina Zolnor, MPLX Logistics and Storage Terminals.

Leakhena Swett serves as ILTA president and Colonial Group’s T. Pratt Summers is ex-officio.

The association also thanked Sprague Operating Resources’ Tim Winters (past ILTA chair), Petro-Diamond’s Eric Conard (past vice chair), and Energy Transfer’s Jon Hunt (former director) for their nine years of dedicated service on the ILTA board.

“Tim, Eric, Jon, and Pratt have each played an instrumental role in shaping ILTA’s success and setting the foundation for the work ahead,” Swett said in a news release. “Their dedication, together with the passion of our incoming board and the talent of our staff, ensures we can continue building on that progress and advancing the value we deliver to our members.”

ILTA’s path forward

Etzel shared his vision for 2026 after taking on the chairmanship.

“I am honored to be elected chair of the board for the International Liquid Terminals Association. I step into this role at a time when ILTA is a healthy, strong, and impactful organization, thanks to the dedication of our members and the leadership that has guided us here. As we look ahead, our industry faces both opportunities and challenges. This ‘Chair’s Plan’ outlines a strategic path that builds on our strengths, adapts to change, and ensures ILTA remains a vital resource and advocate for our members.”

Etzel’s 2026 Chair’s Plan focuses on four key areas:

  • Member value and industry leadership: Expanding education and training, enhancing advocacy resources, and increasing networking and benchmarking opportunities.
  • Advocacy and engagement in Washington: Strengthening ILTA’s voice on Capitol Hill and with federal agencies through targeted engagement and partnerships.
  • Financial health and strategic growth: Maintaining fiscal discipline while expanding membership, sponsorship, and educational offerings.
  • Ensuring relevance in a changing environment: Continuing to modernize ILTA’s digital platforms, communications, and member experience.

“I want to extend my sincere gratitude to Pratt Summers, our outgoing Chair, for his two years of exceptional leadership,” Etzel concluded. “Under his guidance, the association emerged on a much stronger financial footing and as a more stable and effective organization.

“With a clear vision, strong leadership, and the unwavering support of our members, we are poised to advance our mission and strengthen our impact.”
