PHMSA issues emergency permit for non-spec fuel tanks

Non-spec cargo tanks, such as those used to transport fuel oil and diesel, have been granted an emergency special permit to transport gasoline by the Pipeline and Hazardous Materials Safety Administration (PHMSA). The permit applies just to fleets supporting the Hurricane Sandy recovery and relief efforts in the Northeast.

In addition to allowing the use of non-spec cargo tanks, the PHMSA order suspends requirements for shipping papers, markings, placarding, and security plans as long as the cargo tank motor vehicle is escorted by federal, state, or local government personnel.
