An environmental impact statement will have to be prepared before Mexico-domiciled motor carriers can operate beyond the United States-Mexico border commercial zones, according to a notice of intent filed August 26 in the Federal Register by the Federal Motor Carrier Safety Administration (FMCSA).

The action follows a lawsuit filed by a group of labor, industry, and environmental organizations that resulted in the Ninth Court of Appeals ordering the environmental evaluation.
