Joseph M Clapp, administrator of the Federal Motor Carrier Safety Administration (FMCSA), is leaving the United States Department of Transportation effective in December 2002. Annette M Sandberg, who has served as deputy administrator of the National Highway Traffic Safety Administration since Feb 11, 2002, is now FMCSA's deputy administrator.
