Sam F Niness, Leaman Transportation Corp, was National Tank Truck Carriers president in 1948 and presided over a busy annual meeting at the Hotel Cosmopolitan in Denver, Colorado. Ten items were on the board of directors agenda, including the following:

Lloyd R Guerra, Los Angeles, California, offered a motion to oppose the use of government-owned tankcars as a substitution for tank trucks. The motion passed, and a committee was formed to decide further action on the issue.

The association secretary-manager (Austin Sutherland) was authorized to gather all necessary information regarding rail rate adjustment proposals and to distribute the information to all members.

Members agreed to support a petition for relief from ICC cargo insurance requirements if the opportunity presented itself.

Frank Baird-Smith, Refiners Terminal & Transport Corp, reported progress on efforts with the American Petroleum Institute to adopt uniform grounding requirements for tank trucks and a uniform method of calibration.

NTTC board members agreed that they would ask the American Trucking Associations to develop a vigorous campaign to repeal a 3% transportation tax.
